What is the Meaning of Never Again?

I wonder under what point of view our narrator is experiencing this ugly violent situation, is he the neighbour, the child in the family that the abuse is aa every phenomenon or perhaps the story of a girlfriend with a former boyfriend?

Just how much does the never again cost? Here it's pulling out a gun and firing him because what else can she do anymore? it's him or her and it reduces to that, simply. I just always found it ironic how never again tends to entail so much weight every time. I don't mean the song, I mean if you think of every situation where you got to say never again, it took a lot to get there. They are two simple words and yet, they have to much baggage behind every time.
