What is the Meaning of Rasool?

Rasool is a heartfelt cautionary tale of a young brother in her neighborhood that was set up and killed by his homeboys it sounds like to me. He was on the block making money and Jill would watch him from her window I assume. On the night in question he remained on the set when his partners ran to grab a bite to eat instead of having one of their runners go, which Rasool noticed but chose to remain behind. Someone came by and shot up the block killing Rasool and hitting many others. Jill used the situation to point out that "the streets ain't made for no kinda winning "
